I have lived in my current home for more than 5 consecutive years and am within the new income limits.&amp;nbsp; I will go to settlement on November 20.&amp;nbsp; If President Obama has signed the bill by the time I go to settlement, will I qualify for&amp;nbsp;the new $6500 tax credit?&lt;/p&gt;&lt;p align="left"&gt;&lt;em&gt;&lt;font face="Cambria-Italic"&gt;Answer:&amp;nbsp; Yes.&amp;nbsp; The existing homeowner credit goes into effect for purchases after the date of enactment (when the bill is signed).&amp;nbsp; There is no reference to the date of contract for the new credit.&amp;nbsp; The provision looks solely to the date of purchase, which is generally the date of settlement.&lt;/font&gt;&lt;/em&gt;&lt;/p&gt;&lt;/font&gt;&lt;/strong&gt;&lt;strong&gt;&lt;font face="Cambria-Bold"&gt;&lt;p align="left"&gt;Question:&amp;nbsp; I am a firsttime homebuyer but was not within the prior income limits at the time I&amp;nbsp;entered into my contract to purchase on October 30, 2009.&amp;nbsp; I will be covered,&amp;nbsp;however, by the new income limits.&amp;nbsp; If the new rules have been signed into law by the&amp;nbsp;time I go to settlement&amp;nbsp;will I be eligible for a credit?&lt;/p&gt;&lt;/font&gt;&lt;/strong&gt;&lt;em&gt;&lt;font face="Cambria-Italic"&gt;&lt;p align="left"&gt;Answer:&amp;nbsp; Yes.&amp;nbsp; The new income limitations go into effect as soon as the President has signed the bill.&amp;nbsp; The income limit and other eligibility rules will look to your status as of the date of purchase, which is the settlement date.&amp;nbsp; So if the new rules have been signed when you go to settlement, you should be eligible for the credit (or a portion of the credit if you&amp;#39;re within the phaseout range).&lt;/p&gt;&lt;p align="left"&gt;&lt;strong&gt;&lt;font face="Cambria-Bold"&gt;Question :&amp;nbsp; I am an eligible existing homeowner.&amp;nbsp; I have a fair amount of&amp;nbsp; equity in my home.&amp;nbsp; I have found a home with a nonnegotiable price of $825,000. Will I be able to use any of the $6500 tax&amp;nbsp;credit?&lt;/font&gt;&lt;/strong&gt;&lt;/p&gt;&lt;/font&gt;&lt;/em&gt;&lt;em&gt;&lt;font face="Cambria-Italic"&gt;&lt;p align="left"&gt;Answer.&amp;nbsp; No.&amp;nbsp; the $800,000 cap on the cost of the purchased home is firm at $800,000.&amp;nbsp; Any amount above $800,000 makes the home ineligible for any portion of the credit.&amp;nbsp; The $800,000 is an absolute ceiling.&lt;/p&gt;&lt;p align="left"&gt;&lt;strong&gt;&lt;font face="Cambria-Bold"&gt;Question:&amp;nbsp; I owned my home for 10 years, but sold it two years ago and have been renting since.&amp;nbsp; If I purchase a home, will I be eligible for the $6500 Tax credit if I meet all the other eligiblity tests?&lt;/font&gt;&lt;/strong&gt;&lt;/p&gt;&lt;/font&gt;&lt;/em&gt;&lt;em&gt;&lt;font face="Cambria-Italic"&gt;&lt;p align="left"&gt;Answer:&amp;nbsp; Yes.&amp;nbsp; Because you lived in the home for more than 5 consecutive years of the previous 8, you will qualify for the $6500 credit.&amp;nbsp; For example, Say John and his wife bought a home in 2000 and lived there until 2008 when he got a divorce.&amp;nbsp; Whether John has been renting or&amp;nbsp;bought in the interim, he&amp;nbsp;WOULD INDEED be eligible for the credit because he owned a home and occupied it as his principal residence for 5 consecutive years out of the last 8 years.&amp;nbsp; The keyword here is &amp;quot;consecutive.&amp;quot;&amp;nbsp; As long as he lived in that house for 5 years straight&amp;nbsp;what he did since 3 years doesn&amp;#39;t&amp;nbsp; impact eligibility.&lt;/p&gt;&lt;p align="left"&gt;&lt;strong&gt;&lt;font face="Cambria-Bold"&gt;Question:&amp;nbsp; I am an eligible first time homebuyer, I entered into a contract to purchse on November 1, 2009.&amp;nbsp; Do I have to go to closing before December 1?&amp;nbsp; How does the extension date affect me?&lt;/font&gt;&lt;/strong&gt;&lt;/p&gt;&lt;/font&gt;&lt;/em&gt;&lt;em&gt;&lt;font face="Cambria-Italic"&gt;&lt;p align="left"&gt;Answer:&amp;nbsp; Ann Messick</dc:creator><slash:comments>1</slash:comments><description>&lt;p&gt;Since next week is the Baxter County Fair in Mountain Home, Arkansas I started thinking about what the County Fair means to me:&lt;/p&gt;&lt;ol&gt;&lt;li&gt;&lt;div&gt;Blocking off main street to watch the Fair Parade.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div&gt;Remembering as a child when mama and daddy would get us kids dressed up to go have a good time.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div&gt;Remembering going to the fair with my teenage friends without mama and daddy.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div&gt;Reminder that fair time is usually the first time, since last winter for a light jacket as&amp;nbsp;temperatures are now cooling down.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div&gt;Usually get to see a lot of people that I haven&amp;#39;t seen in&amp;nbsp;a long time.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div&gt;Seeing all the just bathed animals, with their shiny, groomed coats of fur.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div&gt;Enjoying all the proud little, round, rosy cheeked, country kids so proud of their pet cow, pig, goat etc.&amp;nbsp;(My little brother used to be one of them).&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div&gt;Remembrance of my mother volunteering to cook hamburgers and hot dogs at the Buford 4-H food booth (those were the BEST hamburgers and hot dogs... of August! &lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="center" class="MsoNormal" style="margin:0in 0in 0pt;text-align:center;"&gt;&lt;span style="font-family:'Verdana','sans-serif';"&gt;&lt;font size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="center" class="MsoNormal" style="margin:0in 0in 0pt;text-align:center;"&gt;&lt;span style="font-family:'Verdana','sans-serif';"&gt;&lt;font size="3"&gt;Summer especially has been the perfect summer, not too many hot days, and not too many humid days just perfect really!&lt;span&gt;&amp;nbsp; &lt;/span&gt;While driving around the beautiful Twin Lakes area what I am seeing are not as many boats on the highway, and am seeing the hustle and bustle of &amp;ldquo;back to school&amp;rdquo; shopping which makes me think now that it&amp;rsquo;s getting to the near end of summer but &amp;ldquo;Summer is not over yet folks!&amp;rdquo;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="center" class="MsoNormal" style="margin:0in 0in 0pt;text-align:center;"&gt;&lt;span style="font-family:'Verdana','sans-serif';"&gt;&lt;font size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="center" class="MsoNormal" style="margin:0in 0in 0pt;text-align:center;"&gt;&lt;span style="font-family:'Verdana','sans-serif';"&gt;&lt;font size="3"&gt;The Twin Lakes area always has a lot of &amp;ldquo;goings on&amp;rdquo; and particularly right now the lake waters are perfect for water sports and fishing.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The three rivers are great for fishing, canoeing, floating and swimming! &lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="center" class="MsoNormal" style="margin:0in 0in 0pt;text-align:center;"&gt;&lt;span style="font-family:'Verdana','sans-serif';"&gt;&lt;font size="3"&gt;Lots of sight-seeing areas, shopping at the local boutiques, antique shops or any of the many other stores.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Fine or casual dining is your choice at many of our local restaurants&amp;hellip; want a lake view, river view or mountain view with that?&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="center" class="MsoNormal" style="margin:0in 0in 0pt;text-align:center;"&gt;&lt;span style="font-family:'Verdana','sans-serif';"&gt;&lt;font size="3"&gt;&amp;nbsp;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p align="center" class="MsoNormal" style="margin:0in 0in 0pt;text-align:center;"&gt;&lt;span style="font-family:'Verdana','sans-serif';"&gt;&lt;font size="3"&gt;I could go on and on about the beauty and things to do in this area but one needs to see it firsthand.&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;font face="Calibri" size="3"&gt;My inspiration comes from being at the river cabin this past weekend moving some of my rock collection!&lt;span&gt;&amp;nbsp; &lt;/span&gt;The rock collection I am talking about are the rocks that I have collected over the years and have moved them around the country with me when relocating!&lt;span&gt;&amp;nbsp; &lt;/span&gt;This time I was moving them from one flower bed to another.&lt;span&gt;&amp;nbsp; &lt;/span&gt;My rock collection ranges from really large to small and they all have a story to be told!&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;font size="3"&gt;&lt;font face="Calibri"&gt;Being a fifth generation native to the Ozarks I have stumped my toe and have had several stone bruises on my heels running around barefooted as a child!&lt;span&gt;&amp;nbsp; &lt;/span&gt;Today I am a bit more tender-footed so my toes are being treated better and the stone bruises have come to a halt!&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;font face="Calibri" size="3"&gt;I suppose I have always enjoyed finding pretty and unusual rocks!&lt;span&gt;&amp;nbsp; &lt;/span&gt;As a child that was one of my favorite things to do when making my play houses, walking in the woods, swimming in the Buffalo River and White River, swimming in Lake Norfork and Lake Bull Shoals, splashing in the area creeks and just being a kid skipping and throwing rocks!&lt;span&gt;&amp;nbsp; &lt;/span&gt;Today I am still playing with rocks&amp;hellip; and today I still look for rocks. &lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;font face="Calibri" size="3"&gt;Arkansas is a state of many rocks and minerals from my humble rock collection, to quartz and real diamonds!&lt;span&gt;&amp;nbsp; &lt;/span&gt;You can find a rock shop in just about any town in the state of Arkansas, the rock shops consist of a small road side vendor with a free hand sign to a full blown rock gallery!&lt;span&gt;&amp;nbsp; &lt;/span&gt;There are some towns you can go to and specifically dig for diamonds and beautiful crystals!&lt;span&gt;&amp;nbsp; &lt;/span&gt;This is just another adventure of Arkansas, The Natural State!&lt;span&gt;&amp;nbsp; Law. She kept this rock in her flower bed and I have always admired this rock, in fact I admired it for 20 years! He was 8 years old and was at his bus stop waiting for the bus. This rock caught his eye and he picked it up and started tossing it up in the air and catching it... one time he missed his catch and the rock landed on a larger rock and split open and this was what was inside! He remembers being so excited!&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;img height="450" src="http://photos-e.ak.fbcdn.net/hphotos-ak-snc1/hs161.snc1/6010_1103135825299_1433842854_30340972_6899029_n.jpg" style="width:469px;height:450px;" width="469" /&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;Rabbit Rock, I found this rock in a creek bed one morning while I was out looking for Morel Mushrooms. I was crossing the creek which flows into the White River and the rock caught my eye, loaded it onto the 4-wheeler and away I went!&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;img height="611" src="http://photos-a.ak.fbcdn.net/hphotos-ak-snc1/hs181.snc1/6010_1103135985303_1433842854_30340976_2188913_n.jpg" style="width:472px;height:611px;" width="472" /&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&amp;nbsp;River Rock, this rock just showed up at the river cabin one day! I came home and there was this neat rock that looked like a river running through, and no note attached! Many friends and family know that I have collected neat, sentimental and unusual rocks for many years and those same people know that they can visit the river cabin regardless if we&amp;#39;re at home or not. They are welcome to sit in the adirondiak chairs along the river&amp;#39;s edge, relax, fish in one of the best fishing spots on the White Rive or just hang out soooo I thiking one of them left it for the rock collection! Baxter County was formed on March 24, 1873.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Our northern border is at the state of Missouri, up in the Ozark Mountains!&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;strong&gt;&lt;span style="line-height:115%;font-family:'Cambria','serif';color:#282828;font-size:16pt;"&gt;We are known for our two lakes and three rivers which provide great fishing and other water sports, camping canoeing, floating, hiking trails, bike trails etc. and all include the beautiful back drop of the Ozark Mountains! It just doesn&amp;rsquo;t get much better!&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;strong&gt;&lt;span style="line-height:115%;font-family:'Cambria','serif';font-size:16pt;"&gt;&lt;font color="#000000"&gt;The county has two hydroelectric dams operated by the Corps of Engineers. four season climate!&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&amp;nbsp;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;nbsp;I had a chance to catch a few chapters of reading this evening and I wondered what the first settlers of Baxter County were doing back in 1541&amp;hellip;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&amp;nbsp;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font size="3"&gt;&lt;font face="Times New Roman"&gt;The book is: History of Baxter County by Mary Ann Messick and I would like to share a couple of paragraphs with you:&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&amp;nbsp;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&amp;ldquo;As far as recorded history is concerned the first Europeans to travel across the Territory of Baxter County were a band of the Grande Conquistadores from Hernando DeSoto&amp;rsquo;s party.&lt;span&gt;&amp;nbsp; &lt;/span&gt;They had entered Arkansas May 21, 1541, and several months later, splinter groups began to traverse the area.&amp;rdquo;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&amp;nbsp;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font size="3"&gt;&lt;font face="Times New Roman"&gt;&amp;ldquo;The first permanent settlers in Baxter County, according to all the experts were the Cliff Dwellers, or the Rock Shelter People.&amp;rdquo;&lt;span&gt;&amp;nbsp; &lt;/span&gt;According to the author of this book, &amp;ldquo;it would have to be a choice between them and the mysterious Mound Builders.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Who were the Mound Builders?&lt;span&gt;&amp;nbsp; &lt;/span&gt;Nobody knows for sure-but we do know they were here.&amp;rdquo;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&amp;nbsp;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;&lt;/font&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;font face="Times New Roman" size="3"&gt;I do know that I have ancestors&amp;nbsp;who lived in caves/holes in the ground.
